No. The 000-28000 is sized for the larger RG-59 and RG-62 cable groups. RG-58 has a smaller outer diameter and will not clamp correctly. Use an MHV connector sized for RG-58 if that is your cable.

Can this plug mate with a standard BNC jack?

No. MHV and BNC connectors look similar but have different insulator dimensions and pin geometry. Forcing an MHV plug onto a BNC jack is unsafe and physically incorrect. It mates only with MHV female jacks.
