A dark green axial body carrying three printed lines, W23 over 25R, with a third line that is not legible in either photo; against the rule laid beside it the body measures approximately 37 mm, which fits the 38.0 mm W23 body and rules out the 22.0 mm W22. Welwyn Components, part of TT Electronics, publishes this family as vitreous enamelled wirewound. 25R is 25 ohms in IEC 62 code, and that plus the W23 type is everything the part itself is willing to say.

Why is the tolerance missing, and where did the FT suffix go?
The third body line is where a W23 carries its tolerance letter, and it is not legible in either of these photos, so we name no tolerance at all rather than repeat the 1% our old title claimed. The suffix in that old title, W23-25RFT, ends in T, which is not a packing or finish code in the published Welwyn key, so it was misread at some point or belongs to an older or customer scheme; we have left it off and published the part as Welwyn W23, 25 ohms. Ask us and we will try the third line under better light.
Two lines of the marking came through clean and the third did not, so the third one is not going in the title.
